What does Tasks Declined by Assignee mean?

This is a section heading and can tell you exactly what's happening.

Task Declined by Assignee is telling you that a Task Request that you sent to someone else has not been Accepted, but Declined. They must give you a reason for declining the task in the closing explanation box.
